13 August 202631 Time: 10: 59 am Bucharest, 13 August 2026 - CEC Bank and Romanian Exim Bank signed a financing agreement for the development of the CET Titan thermal and electricity power plant (CHP), an investment made by Titan Power S. A., a project company majority owned by the Company for the Management of Energy Participation - SPE S. A. and minority owned by Electrocentrale Group S. A. (ELG S. A.). The NNNDKP law firm provided legal assistance in structuring and implementing translation. Summing about 289 million lei, funding is a key step forward towards implementing one of the most significant energy projects under development in Romania and confirms the role of the banking sector in supporting strategic investments with a positive impact on both the economy and local communities. The new CET Titan facility will be the first thermal power plant in Bucharest since 1979.

The investment is made by Titan Power S. A., a project company majority owned by SAPE S. A. and minority owned by Electrocentrale Grup S. A., companies operating under the coordination of the Ministry of Energy. Electrocentrale Grup S. A. is currently subject to an absorption merger with SAPE S. A.
It is expected that the plant will generate about 400 GWh of electricity per year, which will be supported by Romania's national energy system, as well as about 200 GWh of heat per year for delivery to the heating system of Bucharest district. This will help to improve the supply of heat in capital areas that are currently experiencing deficiencies.
The new facility will use state-of-the-art natural gas cogeneration technologies designed to achieve overall energy efficiency of around 90%, reducing both specific fuel consumption and greenhouse gas emissions.
In addition, the project was designed to allow the future use of low carbon fuels, including blends of natural gas and hydrogen. Through this funding, CEC Bank and Exim Bank Romania contribute to the development of a strategic investment that will support the modernisation of Bucharest's energy infrastructure, improving the efficiency of energy production systems and maintaining Romania's energy security
