The Estonian intelligence service recently warned that orchestrated sabotage operations by Russian special forces have reached a new and dangerous phase in Europe. Targets are no longer merely symbolic.

Tsahkna told Talking Europe that Estonia had been hit by terrorist and sabotage attacks against defense industry companies. Three weeks ago, a serious attack on an Estonian defense firm was attributed to Russian secret services. The perpetrators were caught and are now in prison.
Increase in Attacks Across Europe
He noted a rise in such incidents, not only against the Baltic states but across Europe as a whole. „We in the Baltics are not at the top of this list,”Tsahkna said.
Russia Intensifies Pressure Through Multiple Avenues
According to Tsahkna, Russia is increasing pressure on Europe through terrorist attacks, sabotage operations, cyberattacks, and disinformation campaigns. The goal is to divide European unity and fragment societies.
Distinguishing Hybrid War from Real Military Threat
Tsahkna differentiated the current hybrid warfare from Russia's actual military capabilities, which he said have been weakened by the war in Ukraine. During his time as defense minister in 2016–2017, he said, 120,000 Russian troops were stationed near Estonia's border, ready to move within 48 hours. „Those troops have literally been sent to Ukraine. They no longer exist. They are dead,”he stated.
NATO Forces Integrated and Ready
On military preparedness, Tsahkna said Estonia has clear plans and strong NATO support. French troops are stationed in Estonia and fully integrated with local forces. „We have very solid NATO regional defense plans. That is not our main concern,”he said.
European Unity Is the Top Priority
Instead, the main focus is keeping Europe united. „We all have to understand that Putin is testing us. He is watching closely how we behave, how united we are, and how we react,”Tsahkna warned.
Europe Must Not Become Neutral Mediator
Regarding diplomatic efforts to negotiate a ceasefire in Ukraine, Tsahkna cautioned that Europe should not position itself as a neutral mediator. He emphasized that while Europe participates in initiatives—such as the recent meeting in Oslo with the U. S., President Zelenskyy, and Nordic leaders—it must not fall into the role Putin wants: a neutral mediator that might ease sanctions or unfreeze Russian assets.
Violence Is Not the Answer, Says Tsahkna
On recent protests and unrest in France, Tsahkna said, „France will hold important elections next year that matter greatly for Europe.”He added, „Using violence is not a solution.”Estonia, he said, has worked hard to keep its society united and avoid radicalization. „Divisions make a country and nation weaker. But of course, this is a matter for France and the French people to discuss their future.” Calm Approach from the North Tsahkna, who described himself as coming from the north and being „very calm,”concluded with a call for dialogue and restraint in addressing societal challenges.
